McHench (no info) and struck by the Medallic Art Company.  McHench only produced a few pieces for MACO and is a talented but obscure artist.   I have NEVER seen this offered on EBAY.  Per Presidential Antiques and Coins, in recent years they have only offered two in their auctions.  NO reserve.
